Anh of Domesco Dong Thap 1 secured a second stage win after completing the 116km Bac Kan to Cao Bang City leg in a time of 3hr 16.35.
The veteran successfully conquered five hills during the race and ran away to the finish line.
Anh has stolen the green jersey for the best rider with 193 points, one stage before the tournament wraps up today.
Loic Desriac of ADC-Vinh Long Television came second, followed by Huynh Thanh Tung of Military.
Anh, whose total time of 31:29.46 after 11 stages, has built up a safe distance from the chasing pack.
Nguyen Thanh Tam of Gao Hat Ngoc Troi An Giang is in second and Le Ngoc Son of Domesco Dong Thap 1 is in third.
With two representatives in the top three, Domesco Dong Thap 1 are the current leaders with a time of 94:32.31, followed by ADC and HCM City.
The King of the Mountain title has already been awarded to Hari Fitrianto of Laos' CNN Team, while soldier Tung has been named best youth rider.
Today, cyclists will compete along the final stage that will take them over 43km around Cao Bang City. — VNS
