Thái, representing the Domesco Đồng Tháp Pharmacy team, triumphed in the 129km race from Hà Nội to Hòa Bình.
Quàng Văn Cường from Lộc Trời Group and Loic Desriac from Đồng Nai finished second and third.
Thái also took the polka dot king of the mountain jersey, while Quàng Văn Cường retained the yellow leader's jersey.
